Blockage removed from the Residual Solids Conveyance Line. Work is continuing to restore normal flow through the line.

The Capital Regional District (CRD) has located and removed the blockage in the Residual Solids Conveyance Line, which was found in a section of pipe beneath the Trans-Canada Highway near the McKenzie Interchange. This line transports residual solids from the McLoughlin Point Wastewater Treatment Plant (MPWTP) to the Residual Treatment Facility at Hartland Landfill. Flow through the line has been restored, but the system is still operating at a reduced capacity.  

While some flow has been restored, crews are continuing to monitor and assess the system to ensure stable operations. During this evaluation period, residual solids may still need to be transported by truck through the municipalities of Esquimalt, Saanich, Victoria, and View Royal to locations at Interurban Road and Courtland Avenue and the Hartland Landfill in Saanich, though at this time, trucking has ceased.

This intermittent trucking may be necessary as operations are restored and could result in:

  • Increased 24-hour truck traffic with potential traffic interruption and delays
  • Potential odour issues
  • Additional noise impacts
