The Capital Regional District (CRD) can issue tickets under the provincial Community Charter, Local Government Act.
The legislation allows the CRD authority to prosecute minor to medium violations of local government bylaws.

How to pay a ticket
There are a number of ways to pay a ticket, including:
- in person,
- by mail with a cheque or money order in Canadian funds payable to Capital Regional District (do not send cash in the mail)
- by phone with a credit card.
If sending payment via mail, please address to:

Your payment must be accompanied by a copy of the reverse side of your ticket, or a note giving sufficient information to identify the ticket. This includes:
- The ticket number (found in the top right corner on the face of the ticket).
- Your full name and mailing address.
- Date of offence and the bylaw name and section of the offence.
If you do not provide sufficient details, your payment may not be credited to you and the fine will remain outstanding.
By paying the fine, you will be deemed to have pleaded guilty to the described offence. If there is an early fine payment option noted on the ticket, the payment must be postmarked on or before the 30th day from the date of the ticket being issued.
If paying in person, please visit the CRD Bylaw Services office at 212-2780 Veterans Memorial Parkway, Langford, BC, during regular business hours, Monday to Friday, 8:30am - 4:30pm.
Bring your ticket, as well as your payment.
If the fine is not paid or the allegation in the ticket not disputed within 14 days of being issued, you will be deemed to have pleaded guilty to the offence and the fine amount will be immediately payable.
How to dispute a ticket
If a fine is not pair or the allegation contained in the ticket is not disputed within 14 days from the date of service on the ticket, you will be deemed to have pleaded guilty to the offence charged and the fine amount will be immediately payable.
Yes. If you dispute a ticket, you or your agent will have to attend provincial court for a hearing.

Your notice of dispute should contain the following information:
- The ticket number, found on the top right corner of the ticket.
- Your full name and mailing address.
- The date of the offence and the bylaw name and section of the offence.
If you do note provide these details, the notice of dispute may not provide sufficient information and you will not have disputed the ticket.
If you want to dispute a ticket, you have 14 days from the date of the ticket being issued.
Your notice of dispute must be postmarked on or before the 14th day from the ticketing date.
We do not accept ticket disputes by email or fax.

Bring your copy of the ticket and request a notice of dispute form from office staff.
You will receive notice in the mail from the Provincial Court Registry informing you of the time and location of your hearing.
If you do not attend court on the specified date, the ticket will be treated as not disputed. As a result, you will be deemed to have pleaded guilty to the offence on the ticket and the fine amount will be immediately payable.
The fine amount will show in your credit history until it has been paid. All payments must be made to CRD Bylaw Services.
