Beddis

About the System

The Beddis Water System is located on the east shore of Cusheon Lake, on the central eastern shore of Salt Spring Island. The water system provides drinking water to approximately 129 service connections.

CRD Infrastructure & Water Services is responsible for Beddis Water System's operation. The design and construction of water system facilities are overseen by CRD's Infrastructure Engineering & Planning division. A contractor conducts day-to-day operations and maintenance. The quality of drinking water provided to customers in the Beddis Water System is overseen by CRD's Water Quality division.

NOTE: Annual Reports are available late June for the previous year.

Beddis Water Treatment Plant Upgrades – Petition Process

The petition from property owners in the Beddis Water Service to authorize borrowing to upgrade the SCADA and controls systems in the Beddis Water System has passed. The petition requests that the CRD move forward with securing funding of up to $320,000 over a maximum term of 10 years for the proposed projects in the capital plan.  The next steps will be to introduce the loan authorization bylaw to the Electoral Areas Committee to recommend to the CRD Board that the bylaw be given three readings and be forwarded to the Inspector of Municipalities for review and approval along with the petition results. Once funding has been released, the project can move forward.

Water Conservation Bylaw 4492

The Electoral Area Water Conservation Bylaw (4492) is in effect May 1 to September 30, unless otherwise authorized by the General Manager of Infrastructure & Water Services. Visit our water restrictions page for more information.

Source Water

The Beddis Water System's drinking water comes from Cusheon Lake, a small surface water impoundment (storage dam) that lies within an uncontrolled watershed. While Cusheon Lake is used for recreational purposes, only electric boat motors are allowed. The lake shore has been partially developed with residences, none of which are serviced by the Beddis Water System. Cusheon Lake is also subject to seasonal water quality changes and is affected by periodic algae blooms.

Water Treatment Process

Water from Cusheon Lake enters the Beddis Water Treatment Plant which is located on the lake foreshore off Cusheon Lake Road.

The Beddis Water System was upgraded in 2005 with a centralized treatment plant consisting of:

  • Dissolved air flotation
  • Filtration
  • Disinfection with ultra violet light and chlorine (liquid sodium hypochlorite) disinfection
  • A new 20,000 imperial gallon storage tank located on Sky Valley Road

Distribution System

Disinfected water is pumped to a 20,000 imperial gallon storage tank and is distributed to customers through a 7,000 metre network of mostly 100mm (4”) AC water mains. The distribution system also contains standpipes and hydrants. Service connections are provided to the property line with curb stops and individual household meters. Service from the property line to the dwelling is the homeowners’ responsibility.

Emergency Notifications

Register for the Public Alert Notification System to receive drinking water related notifications such as boil water advisories. This system is also used to notify Electoral Area residents in the event of a disaster or emergency such as earthquakes, tsunami warnings, or hazardous spills.
