Local Stewardship Groups

The CRD chairs and coordinates several multi-stakeholder stewardship initiatives: the Gorge Waterway Initiative (GWI), Esquimalt Lagoon Stewardship Initiative (ELSI) and the Bowker Creek Initiative (BCI). The stewardship initiatives are multi-stakeholder steering committees working collaboratively on the protection and enhancement of the environment in the core area harbours and Bowker Creek watershed. 

The CRD obtains its mandate from the Core Area Liquid Waste Management Plan Sections 17 and 18, and bylaws 3743 and 3837

Bowker Creek Initiative (BCI)

A unique multi-jurisdictional effort to improve the health of a highly urbanized Bowker Creek watershed. The Initiative was established because of concerns about flooding, pollution, and the degraded condition of Bowker Creek.

Gorge Waterway Initiative (GWI)

A collaborative, community-driven group of organizations that aims to protect and enhance the natural and cultural features of the Gorge Waterway, Portage Inlet and the surrounding watersheds.

Esquimalt Lagoon Stewardship Initiative (ELSI)

A broad coalition of community and environmental groups, institutions, recreational user groups and government working together to protect, enhance and restore Esquimalt Lagoon and the Coburg Peninsula.
