The Home Energy Navigator Program is a free program created by the CRD and local government partners in the capital region and informed by industry experts, including numerous local contractors. It is being executed by City Green Solutions, a local non-profit with decades of experience helping homeowners save energy.

Clean BC Better Homes Programs
Home Renovation Rebate (HRR) Program
The Home Renovation Rebate (HRR) Program helps BC households of any income level with energy efficiency upgrades. HRR is funded by BC Hydro and FortisBC in partnership with the Province of BC.
- Up to $4,000 for heat pumps for homes heated with electricity
- Up to $1,000 for heat pump water heaters for homes with electric water heating
- Up to $5,500 for insulation improvements
- Up to $100 per window and door upgrade (up to a maximum of $2,000)
Energy Savings Program
ESP provides rebates for lower income households in BC. ESP rebates are bigger to make home energy upgrades more affordable. Apartments and condos are eligible.
For ground-oriented homes:
- Up to $19,000 to switch from fossil fuel heating to a high-efficiency heat pump
- Up to $3,500 for a heat pump water heater
- Up to $5,500 for insulation
- Up to $9,500 for windows and doors
For multi-unit residential buildings:
- Up to $5,000 for heat pumps for condos and apartments heated with electricity
- Up to $3,500 for heat pump hot water heaters for condos and apartments heated with electricity
Rebates for Solar Panels & Battery Storage
- Solar photovoltaic (PV) panels: Up to $5,000
- $1,000 per kilowatt (kW) of installed generator capacity
- Rebate amount capped at 50% of total installed product cost (including labour and materials).
- Battery energy storage systems: Up to $5,000
- Minimum storage size: 5 kilowatt-hours (kWh)
- $500 per kWh of installed storage capacity
- Rebate amount capped at 50% of total installed product cost (including labour and materials).
- Maximum rebates
- $1,500 if installed with solar but not enrolled in Peak Saver
- $5,000 if enrolled in Peak Saver*
- Battery-only systems that are not enrolled in Peak Saver are not eligible for rebates
