Hospital District

The Capital Regional Hospital District (CRHD) is a part of the Capital Regional District (CRD) that works with Island Health and local groups to develop and improve healthcare buildings and services in the region. They also provide funding for infrastructure such as hospitals, senior care homes and medical equipment.

The CRHD was created in 1967 by the Hospital District Act with the purpose of covering the local part of funding for healthcare infrastructure in the capital region. The geographic boundaries of the CRHD contain 49% of the Vancouver Island population and approximately 66% of Vancouver Island's health facility infrastructure.

Working with Island Health, the CRHD focuses on keeping the region healthy by investing in projects such as:

  • Upgrading and fixing current healthcare buildings and equipment to keep up with changing needs and to make the buildings last longer.
  • Replacing old buildings that reached the end of their functional life.
  • Building new facilities or expanding existing ones to meet the growing demand for healthcare services.

The CRD makes sure the money spent by the CRHD is used responsibly. The CRD oversees and and reviews spending for big projects (over $2 million), smaller projects ($100,000 to $2 million), healthcare equipment, and other non-traditional projects. They also work with local community networks to identify where extra funding is needed for healthcare-related projects.

Governance & Administration

The CRHD Board is the governing body fiscally responsible for the region's health facilities and hospital equipment. The Vancouver Island Health Authority (Island Health) is responsible for the delivery of health care in the region. The CRD and CRHD share the same Board of Directors and Officers.

The Health and Capital Planning Strategies Division administers activities on behalf of the CRHD Board and reports to the Hospitals and Housing Committee which then makes recommendations to the CRHD Board.

Key Initiatives

2251 Cadboro Bay Road (formerly Oak Bay Lodge)

Oak Bay Lodge, which was determined to be at the end of its functional life, was transferred to CRHD for re-development upon completion of The Summit at Quadra Village project in August 2020. Deconstruction of the Oak Bay Lodge was completed in 2023. Working with the community to envision the future use of the property is a priority for the CRHD (current project status). 

The Summit at Quadra Village

The Summit at Quadra Village 320-bed long term and complex care facility replaced the Oak Bay Lodge and Mount Tolmie Hospital. Built by the CRHD, The Summit at Quadra Village has been leased to Island Health for 25 years (residency enquiries).

950 Kings Road 

Acquired as a strategic land holding for future use, development or sale by the CRHD, the 3.5-acre property at 950 Kings Road is currently leased to Island Health and the City of Victoria for health and community programs.

Mount View Heights

Located on Carey Road in the District of Saanich, BC, the Mount View Heights development is owned by the Capital Regional District and Capital Regional Hospital District (CRHD).
