Executive Leadership

Our Executive Leadership Team (ELT) consists of the Chief Administrative Officer, Chief Financial Officer, Corporate Officer, and General Managers, who are all officers of the corporation selected by the Board.

We measure our success by how well the entire organization performs in delivering services to residents and in our ability to advance Board and Corporate Priorities within the approved Board budget. Our ELT team ensures that management's actions, directions, and policies align with our objectives. They also work to strengthen our core foundation and ensure we have an engaged, valued, and supported workforce across all divisions and departments

Chief Administrative Officer

Ted Robbins

The CAO ensures Board policies and direction are implemented, oversees the operations and functions of the CRD and aligns the organization to achieve strategic priorities set by the Board. The CAO also provides leadership to the Executive Leadership Team (ELT) and staff.

Chief Financial Officer

Nelson Chan

The Chief Financial Officer (CFO) is responsible for overseeing all fiscal and fiduciary responsibilities for the CRD and CRHD. This includes budget and financial services, arts development, assets, risk management, and information technology and geographic information services (GIS). The CFO carries out responsibilities in conjunction with the Board of Directors and the finance, audit, and investment committees of the board.

General Manager of Infrastructure & Water Services 

Alicia Fraser

The GM of Infrastructure & Water services is responsible for the operation, maintenance, infrastructure engineering and capital improvements for the regional water and wastewater systems in the CRD. The GM also oversees the water and wastewater systems in the local service areas of the CRD.

General Manager of Parks, Recreation & Environmental Services

Luisa Jones

The GM of Parks, Recreation & Environmental Services is responsible for establishing and delivering programs and services that focus on policies and initiatives that protect and enhance the capital region’s parks and environment. This work includes solid and liquid waste management, climate action and stewardship. The GM also is responsible for the two CRD subregional recreation services and the Panorama and SEAPARC Recreation Centres.

General Manager of Housing, Planning & Protective Services

Kevin Lorette

The GM of Housing, Planning & Protective Services is responsible for services and programs for regional planning, local area community planning, health facilities planning, emergency preparedness, bylaw enforcement, animal care and building inspection, as well as the Housing Secretariat and the administrative role that oversees the Capital Region Housing Corporation.

General Manager of Corporate Services

Kristen Morley

The GM of Corporate Services is responsible for legislative and information services; legal services, risk, and insurance; real estate and property services; Southern Gulf Islands Electoral Area administration; and First Nations relations. In addition, the GM of Corporate Services is designated as Corporate Officer as outlined in the Local Government Act.
