How Decisions Are Made

Matters requiring direction from the Board typically follow these steps:

  • Staff provide information and options through a staff report explaining the issue and suggested course of action.
  • Committees review and either make a recommendation to the Board or refer the matter back to staff. Commissions follow a similar process, with some having delegated authority to approve matters directly.
  • The Board decides by passing a motion.
  • Staff implement what the Board decides.

Open Meetings

Open public meetings are held once a month for each regional board, with regularly scheduled committee meetings in between.

Board meetings are open to the public and you may address the Board as a member of the public. The process for meetings, including when and how meetings are closed to the public, are outlined within a procedure bylaw.

Director Voting

Each regional board makes decisions by voting on resolutions and bylaws. The voting process can be complex because regional districts are made up of areas that may take part in different services.

This means that some services are paid for by and delivered for everyone across the region while others are provided only to people within a specific electoral area, or to a subset of municipalities and electoral areas.

We use special voting rules to capture representation based on population and the combination of participants in each service. Some votes are unweighted (one vote per director), and others are weighted based on population (one vote per 25,000 population or portion thereof).
