Overview

At the March 11, 2026 Board meeting of the Capital Regional District ("CRD"), the following bylaw received three readings:

Bylaw No. 4699 [PDF/160KB] “Core Area Wastewater Treatment Plant Loan Authorization Bylaw No. 1, 2026”, to authorize the borrowing of Thirty-Four Million, Eight Hundred and Forty Thousand Dollars ($34,840,000), for the purpose of capital renewal and upgrading of the wastewater treatment and conveyance system. 

Bylaw Synopsis

Bylaw No. 4699 [PDF/160KB] would authorize the borrowing of Thirty-Four Million, Eight Hundred and Forty Thousand Dollars ($34,840,000), for a period not exceeding 15 years, for the purpose of capital renewal and upgrading of the wastewater treatment and conveyance system serving the Core Area and Western Communities and includes up to Two Million ($2,000,000) for advanced thermal detailed design. 

Participating area approval for Bylaw No. 4699 will be obtained for the entire service area by Alternative Approval Process. The Alternative Approval Process applies to all electors within the Liquid Waste Management Core Area and Western Communities Service area which is comprised of the following municipalities in the Capital Regional District (CRD): Colwood, Esquimalt, Langford, Oak Bay, Saanich, Victoria, and View Royal.

Alternative Approval Process

The CRD may proceed with Bylaw No. 4699 unless at least 25,259 electors (constituting 10% of eligible electors) within the Liquid Waste Management Core Area and Western Communities Service area object, by signing the elector response form, that the Board must obtain the assent of the electors by way of an assent vote (referendum) before proceeding to adopt Bylaw No. 4699. 

The alternative approval process applies to the electors in the Liquid Waste Management Core Area and Western Communities Service area which is comprised of the following municipalities in the Capital Regional District (CRD): Colwood, Esquimalt, Langford, Oak Bay, Saanich, Victoria, and View Royal.

Deadline for Submitting an Elector Form

The deadline for submitting signed elector response forms, in relation to Bylaw No. 4699, to the CRD was 4:30 pm on Friday, July 31, 2026. Forms must have been received by the deadline to be counted.

Results

Results will be certified by the Corporate Officer and presented at the September 9, 2026 CRD Board meeting, where the bylaw will be adopted if applicable.
