About the CRD

The Capital Regional District (CRD) is the regional government for 13 municipalities and three electoral areas on southern Vancouver Island and the Gulf Islands, serving about 460,000 people. The region includes traditional territories of many First Nations where 11 of these Nations hold reserve lands.

The Board of Directors makes decisions on matters that are important to residents across the region, and we work together with partners to deliver effective services. We collaborate with First Nations and are committed to Reconciliation with a focus on self-determination, shared prosperity, and honouring relationships to the land and water in place since time immemorial.

Our mission is to serve the public good, plan for the future, and help build a livable, sustainable and resilient region. We work across municipal and electoral area boundaries to deliver services to residents regionally, sub-regionally and locally through an inclusive, efficient, and open organization.

What we Do

We provide services that involve regional water supply, solid waste, wastewater treatment, regional parks, housing, 911 call answer, and recreation facilities. For electoral areas outside of municipal boundaries, we act as a local government, providing services and delivering projects at the local level.

We have more than 200 service, infrastructure and financing agreements with municipalities and electoral areas, organized into three categories:

  • Regional, where all 13 municipalities and three electoral areas are served.
  • Sub-Regional, where two or more jurisdictions are served.
  • Local, in the electoral areas where the CRD is the local government.

In addition, we:

  • own the Capital Region Housing Corporation, a non-profit that provides affordable rental homes throughout the region,
  • administer the Capital Regional Hospital District (CRHD) which invests in health care services and provides capital funding for health care infrastructure, and
  • connect with individuals, businesses, organizations, institutions and communities to continually adapt and improve our services to meet community needs.

The capital region is a popular place to live and visit because of its mild weather, beautiful coastlines, and natural landscapes. It offers a mix of rural and urban living. You can experience farming in North Saanich, the forests of Sooke, the artisan communities on the Gulf Islands, and the business and government hubs in the City of Victoria.
