How We Are Governed

The CRD is governed by a 24-member Board of Directors. The Board is made of one or more elected official from each of the communities within the CRD's boundaries:

  • To represent electoral areas (areas outside municipal boundaries), citizens elect one director to the Board during general local elections.
  • To represent municipalities, each council appoints one or more elected official to the Board. One director is appointed for every 25,000 population (or portion thereof).

Regional Boards

Each director sits on the Capital Regional District Board, Capital Regional Hospital District (CRHD) Board and the Capital Region Housing Corporation (CRHC) Board.

Together, these boards establish the CRD vision, set priorities and provide direction on service delivery, collaboration, and partnerships. Various committees and commissions oversee delivery of services and report to these boards.

The chair and vice-chair of each regional board are elected from among the directors at an inaugural meeting held each November. Next, the regional board chairs define various committees and their membership.

Committees & Commissions

Committees and commissions have a defined mandate outlined in a terms of reference or a service establishment bylaw approved by the Board.

The Board Chair may create and appoint board members to standing committees that then provide advice and recommendations to the Board in relation to a CRD service or potential service.

The Board may create an advisory committee and appoint people who are not board members for advice and input. The Board may also create a select committee to consider and report on a specific issue, after which the committee is disbanded.

Commissions are created by a Board bylaw to provide community input into the delivery of specific CRD services. Appointments to the Commissions are made by the Board.
