CRD approves the 2025 Regional Water Supply Strategic Plan

Victoria, BC– The Capital Regional District (CRD) Regional Water Supply Commission (RWSC) approved the 2025 Regional Water Supply Strategic Plan on December 17, 2025, setting a roadmap for delivering safe, high-quality drinking water across Greater Victoria. Public feedback, along with input from First Nations, was incorporated into the final plan. The plan was presented to the CRD Board for information at the January 14, 2026 meeting. 

“Every day, the Regional Water Supply Service supplies drinkable water to more than 430,000 people across the region,” said Gord Baird, Chair of the RWSC. “The Strategic Plan sets priorities to maintain water quality, manage demand, and invest in infrastructure, while preparing for challenges like climate change and population growth.” 

A strategic plan is essential to ensure the long-term security, reliability, and sustainability of the Regional Water Supply Service. Water is a critical resource and factors such as climate change, regional growth, and aging infrastructure require careful long-term planning. This plan provides a structured approach to decision-making and operational planning, ensuring that residents served by the Regional Water Supply System continue to have access to safe, clean, and reliable drinkable water.

The 2025 Strategic Plan focuses on three overarching long-term commitments and supporting strategic priorities, with actions guiding shorter-term initiatives and service planning over the next five to ten years. 

The three core commitments that will guide the Regional Water Supply Service are:

  • Provide high‑quality, safe drinkable water;
  • Provide an adequate, reliable, long‑term supply of drinkable water; and
  • Provide efficient, effective, and innovative operations of the water system infrastructure. 

Progress reports will be routinely presented to the RWSC to ensure transparency and accountability.

The CRD delivers regional, sub-regional and local services to 13 municipalities and three electoral areas on southern Vancouver Island and the Gulf Islands. Governed by a 24-member Board of Directors, the CRD works collaboratively with First Nations and government partners to enable sustainable growth, foster community well-being, and develop cost-effective infrastructure while continuing to provide core services to residents throughout the region.
