Victoria, BC– The Capital Region Housing Corporation (CRHC) Board has begun discussions on an ambitious vision for the next 20 years with CRHC 2045: “A Path to 5,000” Framework (Framework).
At its November 26, 2025 meeting, the CRHC Board endorsed a Framework outlining the potential for the CRHC to build on its current development momentum and do more to provide affordable rental homes for families and individuals in the region.
The Framework will guide the CRHC towards the objective of providing up to 5,000 affordable rental homes to meet the needs of people living within the capital region by 2045. More than 1,000 new rental homes are already underway and expected to be completed between 2027 and 2030. Adopting a Framework will guide the CRHC to work toward delivering up to 2,000 additional new rental homes between 2031 and 2045.
In February 2024, the CRD Board approved a bylaw that increased its borrowing authority through the Land Assembly, Housing and Land Banking service to $85 million to advance housing opportunities that will have the greatest benefit for the region. The Framework establishes a foundation for continued collaboration between the CRHC, the CRD, and other orders of government which may be leveraged for additional funding support.
The CRHC has delivered affordable, inclusive, and adequate housing across the region for more than 40 years and now provides homes for more than 4,300 tenants in more than 50 properties across eight municipalities.
The CRD delivers regional, sub-regional and local services to 13 municipalities and three electoral areas on southern Vancouver Island and the Gulf Islands.
