Cedar Hill Library and Affordable Housing Project

The Cedar Hill Library and Affordable Housing Redevelopment (CHLAH) represents a collaborative partnership with the District of Saanich and CRHC. The redevelopment will replace the existing Nellie McClung Library with an 18-storey mixed-use building that includes a library on the main level, and 210 affordable rental homes above. The affordable housing component of the project will be funded through the Building BC: Community Housing Fund, with Saanich funding the new library space. 

The CHLAH is comprised of a two-storey library with street-level access and views. Above the library are three levels of residential units connected along the north, east and south faces, with two towers rising above – a north tower totalling 18 storeys and a south tower totalling 10-storeys. The residential units wrap around a courtyard on the library rooftop which is designed as an outdoor amenity space for exclusive use by housing residents. The two towers are connected via internal corridor on levels three to five. The development will include a three-storey underground parkade.

The residential component is designed to achieve Step 3 of the Energy Step Code, in alignment with BC Housing standards, as well as Emissions Level 4 (EL‑4) of the Zero Carbon Step Code. The library component of the project is designed to meet Step 2 of the Energy Step Code, conforming to Part 8 of the National Energy Code of Canada for Buildings 2020.
