Pedestrian & Cycling Master Plan

Part of the 2014 Regional Transportation Plan (RTP), the 2011 Pedestrian and Cycling Master Plan (PCMP) sets out a strategy for significantly increasing active transportation throughout the region. The PCMP focuses on infrastructure and programming that respond to the needs of both rural and urban communities. The plan targets a regional mode share of 15% each for walking and cycling - with 25% in densely populated areas by 2038. The CRD also has a Salt Spring Island Edition of the PCMP.

The PCMP included active transportation infrastructure guidelines to support municipalities implement the plan. These have now been updated by the Government of Canada and the Province of British Columbia.

Implementing the PCMP is a shared responsibility among the CRD, its member municipalities and electoral areas, and the Province. Since the development of the PCMP in 2011, many municipalities have developed and are implementing active transportation plans to achieve mode share goals.
