Project Update: October 8, 2026

Bylaw No. 4782 proposed borrowing up to $9.114 million to help fund the development and construction of a new recreation facility on Hovey Road in Central Saanich.

Following direction from the CRD Regional Board, approval was sought through participating municipal councils on behalf of electors. Under the Local Government Act, unanimous consent from all participating municipalities was required for the bylaw to proceed.

As the Town of Sidney did not provide its consent, Bylaw No. 4782 could not move forward. As a result, consideration of the bylaw has concluded, and the proposed project will not proceed.

What is being proposed?

The Capital Regional District (CRD) Board has advanced Bylaw No. 4782 for participating area approval to authorize long-term borrowing of up to $9.114 million to support construction of a new recreation facility in Central Saanich.

To proceed, participating area approval is required through municipal consent on behalf of electors in the three partner municipalities. The CRD Board has also supported the development of a Memorandum of Understanding between the Peninsula Recreation Commission (PRC) and the District of Central Saanich to clearly define responsibilities related to design, construction, operations, and maintenance.

Subject to successful approval, the bylaw will be submitted to the Inspector of Municipalities for final approval.
