The Regional Growth Strategy (RGS) is a framework developed by municipalities and the regional district to address how communities will work together to enhance regional quality of life and social well-being. Mandated by the British Columbia’s Local Government Act (LGA) sets out requirements for a Regional Growth Strategy (RGS), including monitoring and reporting, to “promote human settlement that is socially, economically and environmentally healthy and that makes efficient use of public facilities and services, land and other resources”.
The RGS also includes policies, actions and targets for the reduction of greenhouse gas emissions. Local governments and the CRD developed the RGS in partnership. The strategy was developed with significant public and stakeholder involvement and responds to the regional vision of a livable community that stewards the environment and natural resources with care. The current RGS was adopted in 2018 and amended with updated population projections in 2021.
Official Community Plans (OCP)
Each community contributes to the RGS through their Official Community Plans. Within two years of the RGS becoming a bylaw, each municipality must submit a regional context statement to the CRD Board describing how their Official Community Plan (OCP) aligns with the Regional Growth Strategy.
Indicators Reports
Indicators Reports help the region measure progress towards achieving Regional Growth Strategy (RGS) goals and objectives. Each indicator in the report includes a description of what is being measured, why it is important and a discussion of the trends.
Wherever possible, indicators with data available on an annual basis were selected. However, for some indicators, information is only available through census data which is updated every five years.
