Apply for a Building Permit

A building permit must be obtained prior to:

Starting any stage of a project including excavation, repairing, altering, construction, moving or demolition of a structure.

Step 1: Before You Apply

Make sure your project meets these requirements before submitting your application:

  • You are the registered owner of the property or have permission to act on the owner's behalf (by completing an Appointment of an Authorized Agent [PDF/98KB] form).
  • The property has the correct zoning.
  • The property is registered with the Land Title and Survey Authority of BC.
  • The property is accessible by an approved access/driveway.
  • Essential services have or will be provided for.
  • Building plans conform to current building code, land use and zoning bylaws and all other applicable enactments.
  • Property address has been assigned.
  • Electrical, gas and sewage disposal work require separate permits and inspections. Contact the appropriate agency.

Step 2: Gather all Your Documents

  • Complete applicable permit application
  • Assemble all required documents in pdf (must be unlocked). 

Note that incomplete applications will not be processed. 

Step 3: Submit Your Application 

Email the building permit application, Application Checklist, construction drawings and all required documents in an unlocked PDF using ZendTo (CRD secure file drop off, no account set-up required):

  • Go to ZendTo.
  • Click "Drop-off".
  • Add Sender Information:
    • Your name
    • Your organization (if applicable)
    • Your email
    • Click "Send confirmation". 
  • An email will be sent to you with a link. Click on link.
  • Add Recipient Information:
  • Add attachments:
    • "Click to Add Files or Drag Them Here"
    • Select pdf file(s) from your computer
    • Once attached the pdf(s) will be listed
  • Click "Drop-off Files".
  • A message will appear on the screen "Your files have been sent successfully". 
  • Once the CRD has retrieved your pdf file(s) from ZendTo, you will receive a confirmation email. 

Applications sent to other file-sharing sites will not be received. 

Step 4: Pay the Application Fee 

Once a permit application has been screened, an invoice for the $300 application fee will be emailed to the applicant.  Online payment is not available at this time, payment can be made by cash, debit, cheque, bank draft or money order at CRD offices in Victoria, Juan de Fuca or Salt Spring Island or mailed to:
